US EXPORT CONTROLS and LICENSING
The United States government controls the export of certain goods, services and technologies. That control also extends to specific countries, businesses and individuals. An exporter must first receive permission from the government before a controlled transaction can take place. That permission is manifested in a license.

There are a number of federal agencies that issue export licenses. This is a complicated area of the law, with very serious federal criminal penalties for violations of the statutes and agency regulations.
