DEBARRED PARTIES LISTQ: Which government agency controls this list?A: The State Department, acting under the authority of the International Traffic in Arms Regulations (ITAR). Q: Who is affected by this list? A: If a person or a business is named on this list, then that party is barred from participating directly or indirectly in the export of defense articles. This prohibition extends to technical data and certain defense services. Q: How does this list relate to the Commerce Department (through the Bureau of Industry and Security) lists? A: Generally, any person or company who intends to export or to temporarily import a defense article, defense service, or technical data must obtain prior approval from the State Department through the Directorate of Defense Trade Controls (DDTC). Most other exports are regulated by the Bureau of Industry and Security.
